Tomorrow (June 23), California Senate Public Safety Committee will consider a measure that would ban any selling of animals by individuals on roadsides or in parking lots.
Many of these animals are bred or raised in very poor conditions, argues the ASPCA, and are often already sick when they are sold. In addition, most of these animals are not spayed or neutered, so selling animals in this manner contributes to the pet overpopulation.
